Yes there are vegan substitutes for fish. You typically need to go to specialty stores to get them. I've also seen it in several Asian vegetarian restaurants.

In Vancouver, BC. there is a store called Veggie Favour at 3296 Cambie St - 604-879-2928. They sell all sorts of imitations including fish, shrimp, lobster, and I think crab.

Not everything in the store is vegan, check the ingredients.
